Job Description: 

We have an excellent opportunity for a full stack developer to support our client at the U.S. Department of Labor (DOL). This particular role focuses on continual improvements to multiple applications in both Windows and Linux environments. A successful candidate will be proficient in a number of languages and technologies, such as PHP, Python, Ruby on Rails, Keycloak, etc, or be willing and able to pick up different technologies quickly. The candidate should also have familiarity implementing front-end interfaces that are Section 508-compliant. The developer should have aptitude for independent self-direction, team collaboration, and open communication.

 

Successful candidate:

  • Required experience/credentials

    • Four-year degree computer science or other related field

    • 5+ years’ experience developing in C, PHP, Python, Ruby, NGINX

    • Hands on experience with tools such as Ansible, Bootstrap, Gitlab, Github, Keycloak, MySQL, React, Ruby on Rails, and Swagger

    • Hands-on experience implementing responsive, cross-browser, and section 508-compliant interfaces

  • Preferred experience with:

    • Apache Tomcat, Apache Kafka

    • AppDynamics

    • Jenkins

    • MacOS

    • Splunk

    • Unicorn: Rack HTTP Server

    • Windows servers 2012, 2012 R2, 2016 and Windows Shell

  • Develops code that is high quality, semantically correct, and easily scalable

Required Qualifications:  MUST BE A U.S. CITIZEN OR AUTHORIZED TO WORK IN U.S. WITHOUT SPONSORSHIP.  Bachelor’s degree in fine arts, computer science, or other related field OR more than 5 years’ experience in development and design without a four-year degree required.  A minimum of 5 years’ experience developing in HTML and 2 years’ experience developing with Foundation 5 CSS Framework and JavaScript.  Must be detail-oriented with strong interpersonal communication and organizational skills. Must have ability to coordinate, prioritize, and accomplish multiple tasks in a fast-paced atmosphere with minimal supervision. Experience and/or familiarity with agile development is a plus.  Must be prepared to submit resume and URLs and/or work product samples prior to interview.

Change Management Consultant

We are seeking a Change Management Consultant to support a complex and dynamic United States Department of Agriculture (USDA) development and implementation project, geared to modernize technology for a critical program within the Animal Plant Health Inspection Service Wildlife Service (APHIS) Wildlife Services (WS) Division.  Our team includes expertise across five functional work streams (Program Management, Design and Development, Training, Analytics, and Operations and Maintenance) in order to provide a customized application solution for the WS field programs.

 

Successful candidate:

  • Collaborate with the APHIS WS team and leadership stakeholders to develop, implement, and update the Change Management (CM) plan and create a strategy to support adoption of CM framework within the project roadmap

  • Apply CM methodology in order to assist team in documenting management processes and procedures

  • Develop change management plans for each workstream that acknowledges the different aspects of the change process – analysis, plan, implementation, communicate and other associated change considerations

  • Analyze, research, propose changes to, develop, and monitor the milestones to support accuracy and consistency within project roadmap

  • Prioritize change requests and communicate updates to the team accordingly

  • Assess the impact of change requests and document the impact to business processes and systems

  • Prepare impact analyses and evaluation of the impact of changes, assess change readiness, and identify key stakeholders to facilitate implementation of change requests

  • Partner with workstream leads and developers to discuss and define requirements and acceptance criteria and integrate change management activities into project plans

  • Participates in all phases of risk management assessments

  • Capture relevant data and define metrics for success

Requirements Include:

  • BA and 7+ years of relevant experience

  • Experience and knowledge of CM principles, methodologies, and tools

  • Understanding of project management approaches, tools, and phases of the project lifecycle

  • Experience working in Agile environment

  • Solid problem-solving skills

  • Strong written and verbal communication skills

  • Must be a highly adaptable self-starter, and have a great attention to detail

Technical Business Analyst

Job Description:

  • Align the technical efforts of the program with business operations

  • Support requirements analysis and program management support efforts for our application solution which is comprised of 4 major functions: desktop, mobile, services, and analytics 

  • Define configuration specifications and business analysis requirements

  • Facilitate sessions with business stakeholders to elicit feedback in order to design and document training guides, business requirements, business rules, user manuals and analytics

  • Track and coordinate functional specifications and requirements for all design, development, and adoption activities

  • Actively participate in customer meetings to support the solutions outlined in the project roadmap and milestone schedule

  • Analyze requirements for completeness, ensuring concise, feasible, linkage and complete documentation of interdependency the design, development, and deployment tasks

  • Develop training documentation and user manuals to support the successful implementation of technical solutions

  • Report on common technical issues and make recommendations for improvement to the product team

  • Serve as expert advisor on challenges of distributed systems and ability to make recommendations for improvement

  • Perform ad hoc assignments from client including pulling data, providing analysis, covering meetings, starting new projects, and serving as a lead on specific efforts

 

Requirements Include:

  • Bachelor’s degree and 7+ years of experience needed

  • Ability to write clear, concise documents that communicate the needs of the functional proponents

  • Experience with SOA and/or Microservice architecture preferred

  • Must have superb organizational skills and be highly detail oriented

  • Understand Scrum Methods

  • Experience with Azure preferred but not required

  • Evaluate, recommend, implement, and oversee automated test tools and strategies

  • Design, implement, and conduct test and evaluation procedures to ensure system requirements are met

  • Analyze, research, propose changes to, develop, and monitor the milestones to support accuracy and consistency within project roadmap

  • Partner with workstream leads and developers to discuss and define requirements and acceptance criteria

  • Design test cases and execute all types of testing on a variety of platforms; analyze and report results

  • Using automated and manual processes, execute the test cases to see how the software performs, then document the results and communicate defects to the development team

  • Track each aspect of quality assurance processes to ensure opportunities for defect improvement are addressed efficiently

  • Ensure that necessary documentation is maintained in an appropriate manner

  • Initiate engagement and communication with the quality assurance points of contacts and stakeholder customers within functional workstreams

  • Participate in all phases of risk management assessments

 

Requirements Include:

  • BA and 5+ years of hands-on experience in Web, Mobile, and API testing

  • Experience with Postman, JMeter, and Selenium preferred

  • Strong functional testing background, including defining test strategy, test planning, test case design, and execution

  • Experience working in Agile environment

  • Strong written and verbal communication skills

  • Must be a highly adaptable self-starter, and have a great attention to details
